Art. 10. Autorizase al Gobierno para que, si fuere necesario, celebre con el apoderado de la Compañía del Ferrocarril y Telégrafo de Bolívar, un convenio para el pago de lo que el Gobierno debe a ésta por saldo del principal é intereses del contrato de compraventa del Ferrocarril y Telégrafo de Bolívar. Este arreglo no necesitará de la aprobación ulterior del Consejo.
