Las personas que prestan sus servicios en las asociaciones de municipios, son empleados públicos., salvo los trabajadores de la construcción y sostenimiento de obras públicas que tienen en todo, caso el carácter de trabajadores oficiales y aquellos que por estatutos determinen esta última calificación.
