° El Director General del Fondo Colombiano de Investigaciones Científicas y Proyectos Especiales “Francisco José de Caldas”, Colciencias, será el representante legal del Fondo de que trata el presente Decreto, por tanto podrá firmar los convenios que sean necesarios con el fin de dar cumplimiento a lo establecido en el artículo tercero.
