El Gobierno al Reglamentar esta Ley lo hará en forma tal que deje abierto el camino para que puedan implantarse los nuevos métodos de investigación y de tratamiento que la técnica vaya aconsejando y regulará el trabajo de todos los organismos de la campaña en forma tal que sean también núcleo de propaganda, de información y de investigación científicas.
