Los Consejos Administrativos Departamentales nombrarán el personal de su Secretaría, el Contralor Departamental y los demás empleados que señale la ley. Corresponde al Contralor nombrar sus subalternos, sujetándose estrictamente a la creación de empleos hecha por las ordenanzas.
