Podrán concurrir con voz o iniciativa a la Asamblea Nacional Constituyente los funcionarios a que se refieren los Artículos 83 y 84 de la Constitución Nacional, y deberán concurrir cuando la Asamblea o sus Comisiones los citen para que den informes o participen en debates especiales.
