El gasto que demande el cumplimiento de la presente Ley en cuanto se relaciona c el estudio practico de la agricultura, en sus cursos de práctico-agrícola será apropiado en el presupuesto de la próxima vigencia fiscal, y así sucesivamente. Si no se hiciere, el Gobierno queda facultado para abrir los créditos necesarios dentro de cada vigencia y arbitrar los recursos suficientes al cumplimiento de esta Ley.
