Articulo 5º . Deberán presentar la relación anual de pagos a que se refiere el inciso 2º del artículo 2º del Decreto 2821 de 1974, las entidades oficiales y las que no tengan la condición de contribuyentes y no estén obligadas a presentar la declaración simplificada a que se refiere el artículo anterior. Tal obligación deberá ser cumplida per los respectivos pagadores.
