El Presupuesto de gastos ordinarios no podrá exceder al Presupuesto de rentas, ni podrá el Congreso aumentar ninguna de las partidas de aquél, propuestas por el Gobierno, ni incluír un nuevo gasto, salvo que el aumento o la inclusión tenga la aquiescencia del Gobierno y que no se altere con ello el equilibrio entre los dos Presupuestos. Podrá sí, el Congreso, eliminar o reducir cualquier partida de gastos propuesta por el Gobierno.
