El Gobierno nacional representado por los Ministerios de fomento y Hacienda y Crédito Público, procederán a celebrar contratos por un término que no exceda de 20 años, con las compañías a que se refiere el artículo segundo de este Decreto, en que consten los derechos y obligaciones de que trata dicha disposición. Lo anterior se entenderá sin perjuicio de la fecha de vigencia del presente Decreto.
