Art. 24. Del exceso líquido que produzca el monopolio sobre el producto de la renta actual, se destinará un 25 por 100 para los Departamentos que la tengan hoy establecida y un 25 por 100 para todos los Municipios, en la proporción fijada por el Gobierno, tomando por base para este efecto el número de niños que asistan á las escuelas públicas primarias. Este último 25 por 100 se invertirá exclusivamente en los gastos de la instrucción pública, servicio de aguas y construcción de edificios municipales.
