El Gobierno hará incluír en los proyectos de presupuesto posteriores, durante diez (10) años consecutivos, una partida no menor de cinco millones de pesos ($ 5.000.000.00) anuales para el cumplimiento de esta Ley; y queda facultado para contratar empréstitos internos o externos hasta por el monto de cincuenta millones de pesos ($ 50.000.000.00) con el mismo fin.
