Para los estudios de que trata el artículo 7° de esta Ley destinase la suma de cien mil pesos ($ 100.000.00) que se incluirá en el Presupuesto Nacional de la vigencia próxima. Pero si esto no se hiciere, queda facultado el Gobierno para abrir los créditos administrativos a que hubiere lugar o para verificar las operaciones de crédito necesarias al cumplimiento de la Ley.
