º. Las reservas sólo podrán constituirse en los casos que a continuación se enuncian:

1º Para servir los contratos en los términos del artículo anterior, y para las partidas de pedidos certificados por el Contralor General;

Para los saldos que queden de las apropiaciones con que se atiende al servicio de la deuda pública, y

Para satisfacer las relaciones de gastos de cada vigencia no cubiertas en 31 de diciembre, y cuando el giro por el respectivo Ministerio y la refrendación del Contralor se hubieren verificado antes de esta fecha.
