°. De la Comisión Asesora y Coordinadora. Créase una comisión interinstitucional, adscrita al Ministerio de Justicia y del Derecho, la cual tendrá por objeto desarrollar el artículo 163 de la Ley 65 de 1993 en armonía con la Ley 80 de 1993 y demás disposiciones concordantes y en especial para asesorar y coordinar los proyectos de construcción, mantenimiento y operación de cárceles por el sistema de concesión.
