Art. 1.º Para el esclusivo servicio del Congreso se establecerá, en una de las piezas contiguas a cualquiera de los escalones de las Cámaras, una biblioteca compuesta de un duplicado de todas las leyes, decretos, reglamentos, informes i demas actos de carácter oficial que se hayan espedido i se espidan en lo sucesivo por el Gobierno de la República i por los de los Estados.
