Créase el sistema de información de restablecimiento de derechos a cargo del Instituto Colombiano de Bienestar Familiar que tiene como finalidad llevar el registro de los niños, las niñas y los adolescentes cuyos derechos se denuncian como amenazados o vulnerados. Dicho registro incluirá la medida de restablecimiento adoptada, el funcionario que adelantó la actuación y el término de duración del proceso.

Este sistema tendrá un registro especial para el desarrollo del programa de adopción.
