El Poder Ejecutivo, en caso de guerra, queda autorizado para contratar empréstitos i decretar las espropiaciones que estime necesarias para el restablecimiento de la paz, obrando de acuerdo con lo que sobre el particular disponga el inciso 5 i su parágrafo, articulo 15 de la Constitución del Estado.
