SANCIONES. Incurrirán en causal de mala conducta los funcionarios que retarden u obstaculicen las transferencias o el pago, que transfieran más o menos de los recursos que correspondan a las entidades territoriales conforme al presente Libro, y serán objeto de las sanciones disciplinarias correspondientes, sin perjuicio a las demás previstas en la ley penal.
