Créase la medalla cívica Francisco de Paula Santander , para honrar a los colombianos que se hayan distinguido en el magisterio o hayan contribuido en forma eminente a la cultura nacional. La medalla será de oro y llevara en el anverso, en relieve, el perfil de Santander, por David D'Angers.

El Gobierno determinará y reglamentará las características, leyenda y condiciones de adjudicación de esta medalla.
