El Instituto Nacional de Abastecimientos será administrado con un criterio de servicio público, pero con sujeción a las reglas y prácticas de los institutos de crédito, a fin de que obtenga una razonable ganancia sobre su capital, asegurando al propio tiempo a los productores nacionales los beneficios que se persiguen con su fundación.
