Ningún servidor público podrá aceptar obsequios de las personas bajo su dependencia ni promover o aceptar manifestaciones públicas de adhesión por parte de tales personas.

Es igualmente prohibido exigir de cualquier manera a los servidores públicos la firma de adhesiones públicas o privadas al Gobierno o a la persona del superior respectivo.
