Solamente uno de los parlamentarios firmantes de la nación de citación podrá hablar en la discusión de la misma, exclusivamente para sustentarla, y por una sola vez, durante diez minutos improrrogables. Otro podrá hablar para impugnarla, con sujeción al mismo término. La presentación extensa de los temas a que la interpelación se refiera deberá ser reservada para la fecha de la citación cuando los Ministros o funcionarios se hallen presentes.
