Cuando alguno de los miembros del Gran Consejo haya sido citado para abrir el arca y no concurra, los demás, habiendo mayoría, podrán abrir, en cualquier forma, la respectiva cerradura, y para evitar nuevas resistencias, si a juicio de la mayoría las hubiere habido, la mayoría puede colocar las llaves en manos de ciudadanos particulares, de reconocida honorabilidad, elegidos por la mayoría absoluta de votos.
