Agilidad de la estructura y de la planta . Para el cumplimiento de las funciones asignadas al Ministerio de Comercio Exterior, el Gobierno adoptará un sistema de planta de personal global la cual será distribuida por el Ministro por resolución interna tomando en consideración la estructura del Ministerio, la naturaleza y el nivel de responsabilidad de los cargos y las necesidades del servicio. El Ministro podrá organizar grupos de trabajo de acuerdo con los requerimientos de los planes y programas del Ministerio.
