Artículo segundo. Los gastos de la Unión Postal Universal que deba sufragar Colombia en cumplimiento de lo dispuesto por el artículo 21 de la Constitución, en armonía con los artículos 123, 124 y 125 del Reglamento General de la Unión Postal Universal, se imputarán al Presupuesto Nacional con cargo al Ministerio de Relaciones Exteriores.
