ARTICULO DECIMONONO. Todo proyecto de presupuesto presentado para su aprobación, constará del cálculo de todas las entradas y de todos los gastos que, verosimilmente, se estime requerirá la administración y funcionamiento de las Instituciones de Utilidad Común, durante el año. Las entradas y los gastos se indicarán integramente en dicho proyecto, sin deducciones de ninguna especie, y deberán relatarse separadamente y en detalle.
