Los mensajes de datos transmitidos en los procesos contractuales por medios electrónicos se entenderán recibidos por el SECOP y, en consecuencia, generarán efectos a partir del momento en que dichos mensajes ingresen al Sistema de conformidad con lo establecido en los términos y condiciones de uso del mismo.
