Ningún empleado del Gobierno Nacional a quien se nombre interina o provisionalmente para un empleo cuyo manejo deba ser asegurado con fianza, podrá, sin haberla prestado, desempeñar ese cargo por tiempo mayor del que fije el Contralor General por medio del reglamento general.
