Para la graduación de las multas se tendrá en cuenta la gravedad de la falta, la reincidencia o la renuncia del infractor. En los casos en que se presente caso fortuito o fuerza mayor debidamente probado, podrá exonerarse al infractor, mediante resolución motivada de la respectiva sanción pecuniaria, conminándolo mediante amonestación escrita.
