Este Decreto regirá desde la fecha que indique, por medio de resolución del Consulado General en Nueva York, una vez que se halle provisto de la edición de estampillas de timbre nacional, Servicio Exterior, con excepción de los artículos 1º, 3º, 4º, 11 y 16, que regirán desde esta fecha. Comuníquese y publíquese.
