Art. 10. Los gastos que en las Gobernaciones ocasione la presencia ó paso de Ministros diplomáticos ó de extranjeros notables, se harán por el Ministerio de Relaciones Exteriores; los otros gastos que se ocasionen por causas semejantes, se harán por el Ministerio de Gobierno.
