Articulo 17 . El Instituto Colombiano Agropecuario -ICA- establecerá en el Departamento del Cauca un centro de diagnostico animal y campañas sanitarias de apoyo e intensificara su presencia a través de programas de transferencia tecnológica, extensión agropecuaria, en coordinación y colaboración con el Servicio Nacional de Aprendizaje -SENA- con el fin de propiciar una mayor productividad agropecuaria y su diversificación.
