Es base de las elecciones populares el censo electoral permanente de los ciudadanos vecinos del Municipio. El censo será formado por los Jurados Electorales de cada Municipio, y custodiados por ellos, bajo responsabilidad solidaria de todos los miembros y de su Secretario.
