Art. 52. Cuando un Distrito municipal no pudiere hacer los gastos que le correspondan en el ramo de Instrucción pública primaria, por más de un año consecutivo, será suprimido por la Asamblea departamental, á menos que sus vecinos se comprometan en la forma legal á suministrar los fondos necesarios para dichos gastos.
