Cuando una Intendencia o Comisaria tenga más de cincuenta mil habitantes, de conformidad con el censo de población vigente, formara una circunscripción electoral independiente, con los organismos legales adecuados, para la elección de Representantes. Para el cumplimiento de este mandato queda autorizado el Gobierno para señalar las corporaciones electorales, el sistema de voto y demás requisitos que deban llenarse.
