Art. 51. Los Presidentes ó los Gobernadores de los Estados procederán con la debida oportunidad, á hacer el nombramiento de los alumnos que les corresponden para que éstos puedan estar en la capital de la República en los últimos días del mes de Enero, á más tardar. Serán a cargo de los Estados los gastos de viaje.
