º. Los propietarios de haciendas donde hubiere veinte niños o más, en edad escolar, tendrán la obligación de suministrar gratuitamente local apropiado para establecer una escuela rural. Los que no cumplieren esta disposición, pagarán una multa de veinte pesos por cada mes de demora en el cumplimiento de esa obligación, multa que será convertible en arresto.
