Los Departamentos en donde el total de las plantaciones de morera ascienda a 100,000 árboles, tendrán derecho a una subvención mensual de $200, que se destinaran al fomento de dicha industria. Esta suma se repartirá entre las dos mejores empresas particulares de sericicultura que sostengan escuelas sobre la materia y que se sujeten a los reglamentos que dicte el Gobernador respectivo.
