º . Para el transporte de libros, revistas o folletos, de carácter científicos o cultural, colombianos tanto dentro del país como fuera de él, las empresas colombianas de transporte establecerán las tarifas mínimas compatibles con la economía de su explotación. A igual régimen se someterán las empresas extranjeras de transporte que operen en el país con autorización del Gobierno Nacional.
