Artículo décimo Séptimo. Los porcentajes fijados en los artículos 15 y 16 de este decreto, no se reconocerán a los funcionarios que no ejerzan las funciones propias de los cargos discriminados en dichas disposiciones, salvo que se encuentren comisionados para realizar actividades técnico pedagógicas e institucionales del sector educativo; la sola adscripción de funciones no da derecho al reconocimiento de esos porcentajes.
