La cuantía del auxilio que se destine a la recoonstrucción de los edificios incendiados deberá ser cuando más igual al valor comercial que tales edificios tuvieron en el momento del siniestro, justipreciados debidamente, sin computar el valor o precio de los lotes de terreno, y debiendo los propietarios interesados sufragar el saldo resultante entre dicho valor y el costo total de la reconstrucción.
