Los Alcaldes y demás funcionarios de Policía serán colaboradores de la justicia penal; como tales, están en la obligación de aprehender a los delincuentes; citar y obtener la comparecencia de los testigos ante el funcionario de instrucción, cuando éste lo solicite; desempeñar todas las comisiones y exhortos de los Jueces de la causa y de los funcionarios de instrucción, y prestar su contingente, siempre que sea necesario, para el descubrimiento de los delitos y de los delincuentes.
