Autorizase a los municipios de Sincelejo y de Montería (Departamento de Bolívar), para organizar y efectuar conjuntamente un sorteo extraordinario lotería en el segundo semestre de 1947, sin sujeción a las leyes 64 de 1923, 12 de 1932 y 133 de 1936, y exento de todo impuesto nacional, Departamental o municipal, hasta por la suma de un millón de pesos ($ 1.000.000.00), quedando entendido que la venta de billetes de esta lotería Sera absolutamente libre en todo el territorio de la Republica.
