Autorízase ampliamente al Gobierno para reglamentar la industria algodonera nacional en todo lo referente al cultivo, preparación de la fibra para la exportación, selección y adopción de las semillas, según la naturaleza del terreno y las condiciones de las diferentes zonas productoras del articulo; defensa de las plantaciones, etc.; todo mediante un plan general sobre fomento y desarrollo de dicha industria, previamente acordada con expertos en la materia, el cual hará imprimir y distribuir entre tales zonas o centros productores.
