La Dirección General del Presupuesto aprobará los presupuestos de las instituciones oficiales de educación superior que reciban aportes de la Nación de que trata el artículo 80 del Decreto extraordinario 80 de 1980 previo cumplimiento de las normas del presente Decreto y será requisito indispensable para efectos de otorgar los respectivos acuerdos mensuales de gastos.
