Para la provisión de vacantes definitivas se realizará primeramente el concurso para ascenso. Cuando verificado este concurso, ninguno de los participantes haya obtenido las calificaciones necesarias para ascender, o cuando la naturaleza del cargo así lo exija, deberá convocarse a concurso abierto.
