Art. 2º Mientras no se reorganice el servicio público y se pague la deuda atrasada, se suspende todo contrato por material, etc., en los diferentes Ministerios y en todas las oficinas nacionales, y solamente se comprará lo que sea indispensable para que el servicio público no sufra.
