Artículo primero. La creación de instituciones intermedias profesionales que de conformidad con el artículo 72 del Decreto Extraordinario 80 de 1980 pueden tener el carácter de unidades docentes del Ministerio de Educación Nacional, deberá estar precedida de un estudio de factibilidad que demuestre su viabilidad y conveniencia.
