Esta libreta es expedida por la Dirección de Asuntos Migratorios, Consulares y Servicio al Ciudadano del Ministerio de Relaciones Exteriores. La libreta consta de veintiocho (28) páginas, su expedición y vigencia se regirá por lo dispuesto en el Decreto 2877 de 2001 y aquellas normas que lo sustituyan, modifiquen o deroguen.
